Will graduated from the American University
Washington College of Law where he was the Senior Deans
Fellow for the Legal Analysis Program. As an associate at STLRO,
Will supports the firms Privacy and Communications Practices.
He provides assistance to companies that are subject to various
state and federal privacy frameworks and cross-border data protection
regulations. Will also provides assistance on Federal Communications
Commission (FCC) matters such as spectrum leasing, regulatory
filings, and rulemakings and has drafted comments for submission
to the FCC on dynamic spectrum advanced technologies.
As a former intern in the Satellite Division
of the FCC, Will was responsible for drafting Commission documents
and providing research and analysis on the Divisions licensing
process. As a Summer Associate at another firm, Will provided
legal analysis on a wide range of issues including internet policy,
spectrum and satellite communications. During this period he gave
a firm-wide presentation on the state of U.S. Cybersecurity policy,
including steps being taken by the administration to address privacy
concerns. Will also served as an intern at the Internet Governance
Forum, USA, where he took part in discussions with public and
private stake holders about the future of internet policy and
the effects of that policy on individual privacy.
In law school, Will wrote his upper level writing
requirement on the changing role of NASA due
to the increased commercialization of space launches.
Will graduated from Washington and Lee University
in 2006 with a degree in history. While in
college he worked as an educational aide to special needs children
in his hometown, Darien, CT.
He is a member of the Maryland Bar.
